key factors for publishing research in top-tier journals

Among the top-tier journals are the ACM, i3E and CSP. The following mentioned, offer to publish different and good research or serve as a repository for best research and could also be available for everyone. From my observations, the factors that would essentially be included to consider a research as a 'publishable' one in such top-tier journals are: it must be of good topic (concerns a big number of audience and interesting), well-developed (proper methods are used and different guidelines in research are followed), research are of high quality, and most especially doesn't support plagiarism.Others could add up or attest my observations for this topic. Thank you!

the research doesn;t really have to b e of high but it should be able to catch the interest of the reader specially those who are not really into reading journals making them read the rest of the journal and leaving a satisfied reaction to the journal

i think researchers whose projects are published in prestigious journals were not aware of the fact that their masterpiece(s) contain the 'goods', it's just that they used lots and lots of resources and handled issues with proper care,thus, landing them some spot in publications.
